Presentation for the Members of Joint Thinking Platform

Dr. İrfan Neziroğlu, Chairman of Turkish Association of Legislation, made a presentation in the Joint Thinking Platform on February 1, 2010 in İstanbul. Prof. Dr. Mithat Melen, Deputy for Istanbul, also participated the meeting. Dr. Neziroğlu talked about the civil society participation to legislative process in Turkish Grand National Assembly.

Parliamentary Handbook for Civil Society Organizations

The handbook is prepared by Turkish Association of Legislation and distributed to civil society organizations free of charge. It aims to increase the capacity of CSOs with regard to the legislative process, especially at the parliamentary level.

Seminar for the Board Members of Amnesty International-Turkey

The meeting of Board Members of AI-Turkey was held in Batman on November 7, 20009. Dr. İrfan Neziroğlu and Mr. Habip Kocaman participated this meeting and made presentations about the legislative process in Turkish Parliament and parliamentary oversight mechanisms. Legislative Training Program for Women Civil Society Organizations

The program was held in Turkish parliament and participated by 33 representatives from 23 different women CSOs. During the two-days seminar, the members of Turkish Association of Legislation made presentations about the legislative process in Parliament.
The aim of seminar is to make women CSOs more familiar with the parliamentary practices and to increase their capacities for more active participation to the legislative process. The chair and members of Women and Man Equal Opportunities Committee also followed the program. The subjects of presentations are as follow:

Meeting with the Legal Advisors of Ministry of Justice

One of the aims of Turkish Association of Legislation is to increase the cooperation and communication among the bureaucrats who take part in the legislative process. The judges in the Directorate General of Laws and Resolutions play important role within the Ministry of Justice for the preparation of government bills.
We organized a workshop for experts of Parliament and Ministry of Justice to discuss the problems of legislative process and to increase the cooperation.

Meeting with Parliamentary based NGOs

The Board members of parliamentary based NGOs met on September 9, 2009, due to opening of new legislative year. The cocktail weas attended by participants from Turkish Association of Legislation, Association of Parliamentary Experts, Association of Parliamentary Correspondants and Association of Parliamentary Advisors. Secretary General of Turkish Parliament Mr. Ali Osman Koca also participated the meeting. The board members talked about cooperation and joint projects.

Legislative Training Program for Disabled People

The program was organized with Turkish Federation for the Blinds in their headquarters on June 23, 2009. It was a daily program and attended by the disabled members of the Federation. The members of Turkish Association of Legislation made presentations about the legislative process in Parliament. The participants are given certificate at the end of the training program.

The Legislative School Project for Civil Society Organizations

Turkish Association of Legislation supports civil society participation to the legislative process. The legislative process and parliamentary oversight mechanisms are not known well enough amongst non-governmental organizations. The aim of the project is to increase the capacities of CSOs and make them use legislative tools in the parliament more effectively.
In this context, we organize seminars and training programs for the members of CSOs. The ideal term of these programs is two days with more than 10 different presentations. If there is a time problem, then two main presentations are made which are about law making process in the committees and plenary and parliamentary oversight mechanisms. The participants are given certificate at the end of programs.
The first program of this project is held in Ankara on 20-21 June, 2009 with the participation of representatives from 20 different CSOs. These are Human Rights Joint Platform, Human Rights Association, The Association for Human Rights and Solidarity for Oppressed People, the Altinokta Foundation for the Blind, The Federation of the Blind of Turkey, Children Agenda Association, International Children Centre, Ankara Children’s Right Platform, Association of Committees for Monitoring Parliamentarians and Elected Officials, Capital City Women’s Platform, Consumers Union, Western Anatolia Industrialists and Businessmen Association, Association for Parliamentary Advisors,  Flying Broom and Electromechanic Industrialists Association.
